It's mill scale, some steel has a lot ,others not so much , there are pickling baths they can put steel through hot that will increase and toughen the mill scale. Mill scale is chemically similar to gun bluing, so it will give some protection, plus I suspect that the climate there is less humid when it's actually raining than most of the east coast states on a hot sunny day
