Mahindra 3510 position lever not raising/lowering arms

I have a 2007 Mahindra 3510 that I bought with a backhoe and have never taken it off. I want to buy a Countyline rotary cutter to clear a few acres of brush. Moving the position lever from 1 to 6 doesn't move the 3 point arms, and I have the turn knob under the seat in different positions and still doesn't work.

Do I need to connect the hydraulic lines going to the backhoe to the housing where the 3 point arms are?

Also, is there a 3 point kit that fits this tractor that has all the parts needed to attach a brush cutter? I searched but couldn't find a kit.
