The algae I have seen is very dark red, close to black. It'd be tough to spot inside an opaque tank, especially if it's black inside.
Petrochemicals won't shift it but soap and water do pretty well. I have cleaned it out of my 5 gallon transport tanks by putting in a gallon or so of water, some Dawn, and shaking it around for a while. A pressure washer would do ok too.
