Well, you might check with your own Air Quality Division, one of the lead attorneys there used to work for me. She is, BTW one of the best in the business.
When I started in the early 80's, the program was new. Strange as it may seem, we have a lot of sources, like power plants, and at that time, a non-attainment area in Tulsa. We also have Cement Kilns, tire manufacturing, paper mills, auto manufacturing (at one time) and several major government facilities like Tinker Air Base. Several refineries, gas processing, etc. Lots of work, and thanks to EPA, it gets bigger every day.
