A properly adjsuted brush hog will "till" the top layer of soil including cutting those stubs below grade. Whoever did your bush hogging didn't finish the job. It's not easy on the hog but not going to break it either unless you have excessive rocks.

How about just fencing the area off with the issue and keep cutting it. Your going to need rotation anyway. I'd split the pasture to get at least half started instead of tackling it as a whole.

Gee, sometimes I wish I could send my horses back to the boarders! Your life changes quite a bit when you move them home. No more leaving the house whenever you want, no more vacations without arranging for a horse sitter, no more sleeping in (ever)...

can i have an AMEN?!! my wife and i take seperate vacations (not kidding) but do 1 week together a summer when it's EZ for someone to take care of the farm. i will say having them on the property is a dream come true for my wife. for me it was an excuse to buy a tractor!!

the key i found was to rotate often and force graze - we put up small temp areas (1/2 acre each) otherwise it seems they focus in one area and end up overgrazing while other areas go almost untouched. we let them graze to 2-3" then remove, drag manure to break it up, mow, and put them back on when it reaches 6-7".

for the issue at hand, if the "stumps" are only 1" in diameter i would say what another poster said and get a trimmer with a saw blade on it. quick work. for renovating pastures i find disking and dragging works well. i had about an acre of alder i finally cleared out and will finally get it planted this spring.
