The frame is a great idea. I used a 6' x 6' gate from an old chain link fence to drag behind the ATV.... a harrow. My advice is to make it as heavy as your 4 wheeler can pull. Get a good size pipe far enough behind the 4 wheeler (perpendicular to the 4 wheeler) and hook the harrow to it. Drag it behind with a chain, but be sure to make the chain long enough so in the turns the harrow does not crawl up the rear tires.
