Making drain holes in old tires

I use old tires to hold down tarps on my manure pile. They fill up with water, can't get it out. I tried drilling holes in the tire, the rubber just closes up. Same thing when I used a .22 to shoot a hole. Any ideas on how to make a hole big enough that won't clog up, like at least 1/4" in diameter? I was thinking maybe heat up something with a torch and burn a hole, not sure if the steel belting will stop that.

Yep,
I hang an old tire on the brick frame of my pallet forks as a bumper, it has about half dozen 1 inch or so holes in it that I drilled with a hole saw, probably 2 inches between centers.
If you have a SHARP hole saw it will zip right through steel belts, just be careful handling the cut out plugs.
After a year or so the steel ends rusted to dust, so cleaning out leaves isn't a hazard.

We've done it the same way as bigfoot62 says for years. Drill them in the crown of the sidewall. Works best. May your pile be big and rich

Why didn't I think of that. I actually moved my hole saws to get at the drill I tried to use.

Just turn them inside out.
