It is not something I have specifically done, but it is something that I would try. Protect the plunger face with a timber, somehow wedge another timber in the chamber, place the jack between the timbers and start jacking at the same time watching for any movement. Be careful to watch for the jack twisting which will lead to it kicking sideways quite vilently. Keep your appendages out of the chamber when the jack is under pressure. This should 'unfreeze' the plunger. Here is another thought - make sure there is nothing behind the plunger locking in place by accident in some not so obvious location- a loose bolt, broken steel, etc..
