I didn't change the shafts. The float is origional but is square and has no leaks. I put new gaskets on the shaft from the governer to the throttle butterfly. Starter fluid test confirmed that there are no leaks at any of the connections. When I put my hand over the intake of the carb, theres lots of vacuum. The metering nozzle and gasket was changed.

Talked to Dan today. He said he gots it running for a few minutes but needed the choke on to stay running. Just thought I would give a update.

That's true. But even then it wouldn't run for more than a few minutes. I found a way to keep it running, I use a clean 2x4 and block off the intake of the carb which forces it to only draw air through the vent right beside the load adjustment. If I do this it will run but only at one speed because of the lack of air. I'm still very confused as to what could be causing this problem because I know I've got sufficient vacuum pressure. I bought another carb for it and it should be here sometime next week. I'll keep you updated
