I would suspect the control valve. Either internal damage or debris? Something loose or disconnected in the linkage?
Thank you. I have not yet taken it apart.

Sorry for the late reply, I honestly have not gotten on this forum for a while, been pretty busy. I will try swapping for the bucket and see what happens. But now there is another problem, that needs to be addressed as well. I have oil coming out of the dipstick even when the tractor has been parked for a long time. There is also foaming coming out at times when the tractor is in use.
Would help to know what dipstick?

Engine oil or hydraulics?

Coming out while just sitting is implying that something else is being added to overfill whichever (engine or hydraulic)

Hydraulic. And no nothing else added.
It's puzzling to me.

Check the obvious culprits.

Engine oil or fuel leaking into the oil somehow? (Fuel not likely as I dont think those systems intertwine) but check engine oil and make sure you arent low.

Is the tractor sitting outside? Rainwater getting down a vent or torn shifter boot?

Does the fluid look milkey once ran? Which is an indicator of water in the oil.

Possibly overfilled when a loader or backhoe was on and raised.....And then once lowered was enough to overflow?
