All you would need are 2 hydraulic cylinders an a pump to push it up. Fairly easy to fab up if you were around here I would say stop by shouldn't take more than a few hours to weld up.
I would think a couple Harbor Freight cherry picker (engine hoist) rams with built in pumps would work or a couple 1.5" rams with something like a porta power head unit to provide the hydro pressure.
