I Appreciate all the help. Is there a way to patch the rust on the wheel?

You could dis mount tire, and tube; bronze braze or weld with a welding spoon over the valve stem area, filling the rust and value stem. Grind smooth and prime. Then drill a new valve stem hole at a better area of the rim. Make sure you smooth and deburr the new hole or it can cut into the tube stem.

Thanks again Kenneth and Paulharvey, for the centers I have, how do I determine which wheel will work for a loop type rim? Do I measure center to center on outer bolt holes where it mounts to wheel?

Yes, the center to center on the outer bolt holes where it mounts to the wheel, (mine measures 20 1/4" center to center with the 24" diameter loop type rims).

Your tire repair guy may block the rusted hole in the rim and drill you a new one, then patch or replace the tube and put the fluid back in. A total bill of about $100 wouldn't be too bad.

Put a tube in it and be done with it.

A welder can fix them. I've had it done. On the valve stem hole a plate with a hole drilled in it was welded in and then ground smooth. This on a tubed tire.
