3-Point Hitch MF 165 hydraulic arms all up or all down nothing in middle

Is there an adjustment as my arms have no middle ground its all up or all down. cant get anything in the middle at all
any thoughts on where to start looking

To control the height on the arms you use the inside lever (position control) .
The outside lever is draft control and should be in the fully up/back position at all times. It is only used for ploughing.
Which one are you using?
What year is your tractor, there are 2 types of control layout?

Also did this start all of a sudden or has it been a chronic slow growing issue for a long time ? My first guess is air in the system somewhere. Plenty of hydraulic fluid in it ? Might suck air if low on fluid. I gather from it being a MF 165 it probably has some age and possibly high hours on it. If so, that could be many grungy things I don't want to think about -- seals, the lift control valve, etc.
