Put it in gear. Jack up the front. You shouldn't be able to turn either tire.
Then take it out of gear. Now when you turn on wheel, the other one should turn the opposite direction. If it doesn't work this way something is broke.

With my tractor, under power, one front wheel will spin and the other front tire will just sit there (maybe wiggle abit).

Having said that, I know that even with non-posi-trac differentials, when you jack them up, both tires will turn simutaneously (in opposite directions) when spun by hand. Not necessarily under power, though.

Don't know about tractors, though. (Please excuse the dumb question.)

Two of the three things must spin right wheel, left wheel (they spin opposite with open diff) or driveshaft.

With my tractor, under power, one front wheel will spin and the other front tire will just sit there (maybe wiggle abit).

The spinnig one will be spinning twice as fast as when both are turning on the ground (in a straight line).

I'm thinking axles at this point but won't have the time to open it up untill next weekend. I'll post when I either figure it out or get to a standstill.

You say that one wheel spins, but the other wheel just wiggles a little bit? Sounds like you found the culprit. Start tearing into the wheel that just wiggles a little, and you are likely to find the interruption in the power train. Some things to look for: Broken axle-causes the wiggle as the rough edges of the axle rub together. Sheared key could do the same thing. Sheared gear teeth, Depending on design, there could be other causes.

I was assuming the scenario above, front end jacked up, one wheel should go forward, one backward. In this scenario, I would still check the wiggling, or non moving wheel, as I have had it happen on a POS jinma (Rhino), it was a broken axle, and it was the non moving one!
