Y'all figure the guy is pulling my leg about the 24 hp and power steering or he just doesn'r know any better?

He may assume the number 24 in on the decal represents horsepower. The engine label will provide the definitive answer. If it says ~14.7KW, that makes it a 20hp tractor. But it's hard to not know the difference between power and manual steering. I enlarged the photos in that advert, and am pretty sure I see a priority valve in both - and a hydraulic steering cylinder in the lower photo
