Some time ago there was a thread regarding mobile home axles, questioning whether they were legal; with specific mention to the laws here in Maine.
i recently posed that question to a Maine state trooper from the commercial enforcement branch. After flat out laughing at my suggestion that mobile home axles are illegal on my tandem axle, he explained the laws thus.
If the Gross weight of the trailer is over 3000lbs;
1) ALL axles must have working brakes.
2) A breakaway MUST be installed.
3)If the trailer is used AT ALL for commercial use it must be inspected at a commercial station the same as a tractor trailer.
4)If the truck/trailer combo is over 10000 lbs, the truck must ALSO be inspected at a commercial station.
