Mobile home axles, revisited

Some time ago there was a thread regarding mobile home axles, questioning whether they were legal; with specific mention to the laws here in Maine.
i recently posed that question to a Maine state trooper from the commercial enforcement branch. After flat out laughing at my suggestion that mobile home axles are illegal on my tandem axle, he explained the laws thus.

If the Gross weight of the trailer is over 3000lbs;

1) ALL axles must have working brakes.

2) A breakaway MUST be installed.

3)If the trailer is used AT ALL for commercial use it must be inspected at a commercial station the same as a tractor trailer.

4)If the truck/trailer combo is over 10000 lbs, the truck must ALSO be inspected at a commercial station.

I built one a few years ago using 2 - 6000# MH axles. In NY it takes some paperwork with the state to get it titled, then it has to be inspected at a state inspection center (DMV) facility. They mainly want to see if it was constructed to be safe on the road. They will issue a title after inspection. If over 3000# you must have working brakes on at least one axle and you cannot use MH tires. You have to buy trailer tires. They won't inspect if they see MH tires on it. MH axles are mainly built for limited use and repairing / replacing brakes can be an expensive chore since most items are welded or riveted in place.

The only thing i have heard about is the tires reading "for temporary use onlY" Its an odd size ,but you can get replacements.I think DOT only watchs people hauling big excavaders,skidders,dozers etc up here any way.Ive turned alot of policemens heads,but they never pull me over....yet
