You don't want to dork around with a pto drive from the back to front. Some of those European tractors could be optioned with a front three point hitch and front pto.
Only workable rig is a hydraulic driver two stage blower mounted on a front end loader. And a massive pto driven hydraulic pump.
Lot cheaper to just use a rear mounted blower.

The Erskine Front Mount, driven from the rear, is a pretty effective solution for mid-size tractors. They've been around long enough that there are some bargains out there. They are quick to attach, quick to take off, rugged and trouble free. The frame holds the blower head and hangs on two points up front and one pin in the back. I found my Erskine on Craigslist for very short money. In net dollars I have spent only about 15% of what a hydraulically driven setup would have cost. Just sayin'....
