I finally took the time to build a mower jack to lift the deck up enough to lower the wheels so the deck could be moved around easily. The first one was made with wood. BIG failure. The second one worked but it was a little wobbly.

So I added a stabilizing foot and now it works just as I had envisioned. The handle is about 4' long, the jacking part is about 9" long and welded at 15 degrees and angled back towards the handle. The stabilizing foot is about 8" long.
