I have 300+ apartment units; I took the Canadian approach 30 years ago and it works. I outfit my plow trucks and the snow Boss's Trucks with 100 watt+ sirens . I use the European police High / Low tone. This is different than normal emergency vehicles in the US and prevents a ticket for impersonating an official vehicle.

As part and parcel of this procedure my leases require the tenants to move the vehicles within 15 minuets of our sounding the siren, and provide for my ability to move the vehicle with out liability. If the non complying tenant figures that they are not going to work with us and fails to move their vehicle I have it towed to an impound. The tenant then has to pay for the tow and storage. If a tenant is elderly, has young children and can't leave them unattended, sick, going to be away, at work or on 3rd shift. They can leave a spare set of keys with our plowing operations center, and we move their vehicle to a storage yard. They can then retrieve their car at their leisure.

Wisconsin changed the towing laws on private property last year, which makes all this much easer. Posting of signs with the rules on private property and unauthorized and non complying vehicles with snow removal will be towed. The State sets the tow and storage costs which are fair to all.

This plowing plan saves time and the danger of backing into vehicles and the cost of repairs for plowing operations. I'm 68 and my buddies in the towing business have retired. So I bought my own, a 1984 Chev C-60 350 Cu 5.7L TOW TRUCK Cherry / Mint , Collector plates. I'm good to go.

Where do they move them to?

Why don't you just park odds/evens or am/pm like they do in the city?

What happens to their cars if they aren't home?

Remind me not to rent from you... Used to work for a hotel and dealing with cars when plowing is part of the job.
What if its a mom home with 3 kids who are asleep? No way would I give someone authorization to move my car any time they wanted to push snow.

Glad that we don't get that much snow in Nebraska. Yes, it would be difficult working around cars & hard to find a normal time to plow the snow, but seems like that is just part of owning apartment property. Good luck & Merry Christmas !

Let me get this straight, you joined in '09, haven't said a word and then come out with this?

Where are these folks supposed to go? What if they had just... jumped in the shower, sat down for a meal, or better yet had one on the stove? Drop everything at your whim?

Remember, WI collector plates aren't valid during the month of January. You may need to extend your 15 minute plan out to February 1.

I think its a pretty good system with the siren.

Back when I lived in apartments, you were expected to be out there and moving your car after a knock on the door. Considering how lazy many tenants are, the towing option is a good one, IMHO, otherwise the cars wont be moved to do a proper cleanup.
