For cleaning the gas thank I always used a couple of handfuls of nuts. They have nice sharp edges that clean the tank up well. For coating tanks I always used POR15. That stuff bonds to rust well and is as tough as nails. If your fuel strainer is working I would not worry about the carb, ethanol will gum it up quick enough.
