Blame the lawyers not the system. Lawyers have made it darn near impossible for a community, business, home owner to even function any more.
It's all about LIABILITY. I've turned down a lot of business today that I would never turn down decades ago.
As A home owner I have a nice pool and great neighborhood kids that I would love let use the pool in the hot temps of the Desert, but sadly I refuse to because of liability.
It's simply easier to not allow anyone to do anything than it is to allow everything and get sued constantly.
The up side of me turning down "risky" business is my competition was always there to jump on it, and they are no longer in business because of being sued.
Want another example: Look at all the "flying" bounce houses with kids inside. Again a simple kids bounce house, soon you will never see a bounce house in the USA.

A very good friend is hearing impaired found his TTD machine a godsend when building his... several times there were conflicts with inspectors and he always had the transcript to show when he called, number, etc...
The trend is to just stop all AG burning... citing the enormous use of resources fielding numerous 911 calls.
