My county uses the same machine on the roadsides twice a year. Same but mounted on a JD tractor. 
I did notice that this year they are following up with batwing mowers behind FWD JD tractors and actually cutting more of the right of way, rather than just along the road edges. Guess they have more money to spend this year.
