Tell wifey no dog number 3 until a fence is built or at least use the under ground fence.
I don't trust the under ground fence though. We had a dog that I nicknamed Lady because she was a Lady. Lady kept getting out of the electric fence and the wife could not figure out why. The battery kept going bad even though they were new. Eventually, Lady was seen running around the fence, close enough to have the collar tell Lady she was close to the fence, but not close enough to get shocked. Lady knew if she did this long enough the collar would stopped "talking" to her and then it was safe to cross the fence.....

That is one smart dog. I don't think i would have figured that out.
I used the underground fence to great success. Lost a dog to the street (stolen) the one time the pug ventured near there. Put the fencing around a 1 acre perimeter. The fencing is not cruel as the "zap" is no more than one gets when touching an electric horse fence. It is more "startling" than hurtful. The cruelty of having to suffer the anguish of losing a beloved pet for everyone concerned, is much worse in my mind than the couple of zaps a dog gets before it wises up to an invisible fence.
I agree with the posters who think having a dog near a street or hwy without or refusing to adequately protect the dog with something to thwart it's movement toward certain death, relegates one to non-dog ownership as it is too cruel to the dog.
I am truly sorry for your loss. We have seen a number of animals killed on the road adjacent to our home, and it is always very sad.
As some have stated, pet owners need to secure their animals. This, by the way, does NOT mean on a chain! Owners that love their pets will provide a fenced yard, or other area containment solution.
Having said that ... there are an endless supply of uncaring and ignorant morons that make no attempt whatsoever to avoid hitting an animal. No, I'm not suggesting they swerve into oncoming traffic. Just hitting the brakes would be a nice gesture. Animals in the road are not at fault! I would just ask everyone to consider that every life is precious.
