There were coal slurry lines that ran along the eastern edge of Ohio and probably into West Virginia. They carried coal slurry to many power plants. If you can find out the size of the line and how deep it was buried as well as the aerial maps, that would help. I am sure the energy company contacted OUPS (utility protection service) to locate any existing claimed lines before they started the project. If it wasn't claimed, probably no one has used it for quiet awhile.
