Due to the price of seed, I like the idea of the pasture renovator and the no-till disk drill (in that order.)
If you intend to own the property for a good long while, at the rate you may need to overseed due to the shallow root structure likely to be obtained from a no-till process, you may be able to justify the cost of the renovator in seed savings alone.
