Do the Levees really need cutting?

Through my work I have been around levee systems. Almost all mow the backside and top of the levees. The riverside is often to steep to mow. They mow them to keep trees and other stuff growing that would compromise the levee. The mowing I’ve seen going on is with larger ag tractors with duals pulling large bat wings. Depending on the levee system there can be miles of mowing.
