I like Eddie's idea with the block, if the wall is a concrete wall a mason should be able to make up for any height differences (wavy wall). The only thing I would change, is to use something like a split face block for looks. If your house and landscaping can make use of the block. If not, then I would go with Dave's pony wall idea, a faster and more cost effective way, and shim the to the wall if it is off.
