Need help reassembling front axle bearing seals on 2555CL HST

I've disassembled one side after the snap ring failed and the wheel fell off. I've replaced the bearings, axle, and cover. But during the reassembly, I'm just stymied on how to get the two seals where they belong. According to the expanded view, PN 17 should go between the inside of the cover and the outer bearing. There is no way I can get both of those in there and still have the bearing sit flush. Do they both really fit inside the cover?

I managed to figure it out. The one seal has o-ring facing and seated in the outside of axle/spindle (part 34), and the other has o-ring facing and seated in the cover (part 20). In the end, the metal backing of the two seals will be facing each other. Getting them squished into the parts, and the parts compressed enough to be able to get the washer/spacer and snap ring back onto the axle was a challenge, but it's all put back together.
