Need help rebuild little control valve

Most spool valves do not have "seals", the use very close tolerances between the valve body and the spool. The best you can do at this point is to polish the spool to remove the rust.

Regluar spool valves like mono block valves and stack valves DO have spool seals between outside and the return core, to prevent external leakage from the low pressure return core...

If spool valve are built into tractor transmission etc, no seals needed if oil leaks to the sump....

I didn't find anything that looked like a seal or "o" ring. Again, this is an antique and the installation instructions say some "small drops of oil" is normal. Here is the disassembled valve. I'm trying to locate the two small "return" springs. We don't have a local hardware store, so shopping for them when I'm visiting towns that do.
