Been burning stumps out all my life, never seen one I couldn't burn out into the roots. There have been a few that took more than one attempt but, the key is, they must be dried out. I'll normally dig the surrounding soil down and out from the stump 6 to 12 inches, use a chain saw and nose into the stump or drill holes, fill with petroleum products, let it soak in a day or so, reapply till I'm happy (diesel/kerosene to start) and go for it. Once that has been accomplished, it's all about getting the stump hot enough to burn and then sustain the fire. Have used induction (blower) and petroleum products (normally used motor oil) to keep it hot. Once burnt out, I cover with top soil. Never had a problem with establishing grass. The key is heat. Have a friend that uses a propane bottle and rose bud torch to keep his burning hot.
