Thanks Guys, sorry for the delay in reporting back. I took the advice here to have the rim welded so I could get the tractor back in use.
The previous owners business/shop welded it for me at no charge and it doesn't have an insert. I spent some time on the inner side of the rim hub to grind welds to make sure it fit smooth against the tractor front hub.
I also checked and set the steering stops as CausticUrbanCoast recommended. The stop on the right side was way out of spec and I had to adjust it a few turns to get it set. The left side was fine as found.
Its been working well for a couple of weeks now but I will keep a cautious eye on it.
Heres before/after pics of it with a little paint on it to keep the rust away.
