hmmmm. another solution.
have a "float" neutral. which means when you aren't pushing on the lever, the pressures on both sides are zero.
whatever you are actuating, add friction. For instance, two steel plates sandwiching another steel plate with threaded bolts to apply pressure. then, it doesn't move unless external pressure is applied. only thing is it might be kind of "jerky".
