Neighbours Poulan Won't Run?

Go get a carb rebuild kit. Not knowing this particular model I can't go much more. I had a bad reed valve that caused sort of the same problem.
The kits are real basic.....really just a diaphram.
Also the fuel line could be bad and be sucking air. I have had this happen with sort of the same symptoms.
The one's I have dealt with have Walbro Carbs and Ebay has lots of parts for them.

I had 2 poulans that lasted about 10 years each ... then I bought this last one and I can't get the bloody thing to run....haven't worked on it much yet -- no time -- but I needed a saw pronto and one that would run so now I have a Husky rancher and so far I really like it. Maybe I'll just sell the poulan at a garage sale.

I spoke too soon.

Mine was running when I used it last Fall, but now the fuel lines are shot. It's about 14 years old anyway.

Remove the fuel cap empty the tank, and look inside the tank I think youll see that the filter is at the bottom and the fuel pickup line is broken and deteriorated.
