PTO must be a different problem, most likely mechanical (rust on shaft or linkage from not using?). Have you confirmed volts at key switch, then fuel solenoid, then starter solenoid? My slightly older rig has no clutch safety, just neutral and PTO. Newer models from New Holland have had key switch problems, solved with a new NAPA switch. What have you learned from tracing wires and voltage?
