I don't think this is your problem but on my 2120 the PTO lever must be moved all the way back then moved slightly forward to allow power to starter. Probably an adjustment but also a slight anti theft feature.
Have you traced 12v from key switch to starter, through the neutral safety and PTO safety? Mine is a 1993 and has no seat safety.

I can not get the PTO to disengage. With lever all the back it is still turning, but making noise.

I have got it to start, by putting clutch in. I have been using it with PTO running. I tried leaving clutch in for awhile.

PTO must be a different problem, most likely mechanical (rust on shaft or linkage from not using?). Have you confirmed volts at key switch, then fuel solenoid, then starter solenoid? My slightly older rig has no clutch safety, just neutral and PTO. Newer models from New Holland have had key switch problems, solved with a new NAPA switch. What have you learned from tracing wires and voltage?

Everything is fine. I read a post about having to go slightly forward with PTO lever. That was all it was.

With clutch in, before I figured that out, I would get 12 volts at solenoid.

I've had similar problems as Zerk and I'm willing to swap key switch. Do you know part number for NAPA?

It wasn't the key switch. Nothing was wrong.
