New Holland TC29 won't start

Hopefully someone can help me out...
When I turn the ignition key on my TC29 there is a faint whirring sound for about 5 seconds and then I get nothing. Won't turn over and the glow plug light never lights. Does this sound like a starter issue or a glow plug issue? Thanks for your help!

The first thing to check is the battery, make sure it is fully charged and the terminal connections are all clean and tight.

Thanks. I should have mentioned that battery is fully charged and terminals are clean with good contact. At first the whirring sound would die away and the glow plug light would come on and the tractor would fire right up. Now after the whirring sound stops nothing happens when I turn the ignition key, not even a clicking sound

Could be starter or solenoid; check connectors there too.........just saying

Would starter/solenoid affect the glow plug?
