The battery ground cable is known to corrode at the frame. I'd remove it and wire brush things real well to be sure. And it may seem simple...but did you charge up the new battery?

The first thing that you said leads me to believe that it's the dreaded ignition switch issue that plagued these tractors. I cooked two switches and had the same exact issues that you did before I installed the relay. Read the linked thread and that should get you going in the right direction. It's a relatively easy and inexpensive project that seems to fix a lot of the issues.
