Does not roll freely, something catching or stopping slightly

What type transmission does it have? If it's an HST it won't roll freely.

On right of seat, stick for 4speeds, on left forward and reverse,..clutch must be used for all change, the parking brake seems to be different,.....due to either rain or heat this year have only use twice to bushhog. I'm thinking brake is partially engaged, or trans or 4wd is holding something to prevent free roll. Not a farmer, or mechanic, can't afford a dealer diagnosis or repair if needed. I think its a new thing though, never payed attention before. I'm looking for parking brake linkage diagram to check it. Any information or suggestions are appreciated.

Looking at the parts breakdown on Messicks web site it looks like you have an internal parking brake;
New Holland TN75 - STANDARD TRACTOR(09/99 - 12/03) Parts Diagrams

It looks like your adjustment would be adjusting the actuating rod, either 15 or 16 in the bottom picture.
I doubt that adjusting will help you it may in need a good lubricating and excercising to free up its operation.

The parking brake is mostly inside the tractor. The handle under the seat has a rod going down to a lever. Pulling up on the handle moves the lever which rotates a shaft going into the transmission. There is an adjustment nut on the bottom of the rod, that can be reached from below. It's between the case and the fuel tank. Probably need a deep socket and a long extension. Not much room in there.

Thanks for diagram, the spring under the lever is missing, I recall last time used I ran over tips of locust tree, that storm had knocked down , with bushhog, probably broke spring and threw it off. I'm going to replace and go from there. Is that messecks good place to buy part? Would never have known spring was missing without parts breakdown. Thanks a lot !

Messicks is as good as most are as far as on line, price whys my local dealer is about the same or a bit less.
I'd say try your local dealer and save the shipping unless it's enough easier to just have it shipped in.
