new Mccormick owner in Ontario

Bought a new X 1.37 McCormick, hydro, three months ago. Having trouble getting much response out of range three. It won't pull anything, and barely pulls itself up a very low grade. Mechanic thinks it's related to a sticky left brake. There is no grease nipple on one of the brake linkages, so he squirted WD40 on the joint and it improved temporarily....but you still can't attain road speed in range three. I think there is insufficient fluid getting to that range....a hose too small or, pinched, or a filter plugging??? Anyone with ideas?? I haven't put 10 hours on it yet.
