DocHeb said it all better than anyone I've seen every say it. I've got a TC24 and a couple very steep hills. I'm amazed at how much power the tractor actually has! New tractor owners, especially those with HST transmissions often make a couple mistakes. The RPMs are often run way too low, these engines are designed to run all day every day at full PTO speed, and that is up near the very top of the RPM range, there is a governor on most of the little diesel engies to prevent running them too high. Another mistake is trying to climb hills in high range, they are not designed for that, the TC24 is only a 2 range machine, shift it into Low range. And as has been stated 1000+ times here on TBN the HST pedal is not like a car accelerator, but it is common to think of it as such. The HST pedal is really like a gear selector in a car. Barely touch it an you are in the equavalent of 1st gear, within the given range (High or Low) you will have the most torque available at this point. As you slow push down on the HST the torque (pulling power) decreases but the speed increases just as if you had shifted to 2nd, 3rd or 4th gear. Push it to the floor and you are in the equavalent of "overdrive" in a car, lots of speed but with minimal torque so only good when running on flat ground.
