I wouldn't worry, as others have said, they head outside as soon as they roll off the line, and generally they don't go back inside until they are sold! Which can be upwards of a year by the time they get to you. Part of the dealers job is to 'pre-deliver' the tractor, this means going through it with a fine tooth comb and fixing up any manufacturing problems and lot/ storage/transport defects. This includes replacing bolts, panels exe... What ever is required to get the unit back to as-new condition. This process often doesn't happen till the tractor is sold. So with the exception of major defects what you see in the dealers yard is often how the manufacturer sends it, rust included!
