NH 678 Round Baler Net Wrap Issues

Late last summer we got a NH678 baler with Net Wrap, but could never get it working right. Finally getting around to fixing it, but even when the net wrap actuator gets a full 12 volts to it, it doesn't want to fully extend or retract. We tried both the actuator for the net wrap and we pulled the one off the twine and tried that. Don't want to have to get a new actuator, wondering if there could be something sticking in the mechanism that could cause this. Problem isn't in the wiring, as we ran the voltage straight to it and it still wouldn't fully come out. Thought y'all might know something.
