NH TN60A tractor

A dealer is letting me test drive a 2004 TN60A, 4WD with a Bush Hog M546
FEL. It has 600 hours and the dealer wants $22,500 for it. It seems to me that the 4WD and diff lock never turn off. All 4 wheels spin if digging in the bucket but I do not see signs that they slip on turns. Also, the 3 pt hitch drops very slow with a light back blade on it. Is that adjustable? Any idea why the diff lock and 4WD always seem on? Any tips appreciated on those issues, reliability and value of this model. It has been hard to get answers from the dealer.

I would expect the dealer to fix the problems and answer all your questions before I would make an offer. The lack of answers from the dealer would have me wondering why they are not talking.
