Most folks run their shredders tail high so the clippings discharge easier especially when in high cover. Tail low would make the clippings harder to discharge which might stop up the shredder in heavy cutting. That would likely not be an issue with low grass and might cut it to a finer degree.
For my use, I like it about 2" higher in back than front so they discharge easier.
You definitely do NOT want to run the skids dragging in the dirt. One it messes up your pasture, two it will eventually wear out the skids on the bush hog and when turning it makes a real mess and increases the turning force needed. Adjust the 3 PH so that the skids are just above the ground by about an inch, tail wheel adjustment can then be set to be level or slightly higher by one bolt hole or two but I would never make it lower. This way allows the lowest cutting position available for the shredder.
