Sounds like you both batteries you were trying were used, but re-charged.

Batteries can be an enigma, especially when temps are colder than normal.

If it were me, I’d buy a brand new battery tomorrow and see if that fixes everything. Worst case, you have an extra battery (or return it).

I did sand the spot where it grounds, cable is brand new just bought today. I didn't sand it to the point that it is bare metal but definitely enough that no debris would be there.
This has me suspect:

You need metal to metal contact.

Take your volt meter and check continuity from the negative battery post to some other bare metal on your frame. If your battery tested good it should at least have enough power to energize your dash lights.
