I used starting fluid , but engine would not fire. This engine has an ignition module it may be hall effect, have not taken it a part. I have worked on a few lpg systems mostly impco. I have not had the carb apart so I am not sure of diaphragm condition, it may have a small hole in it I will look at that.
I did not adjust carb. The tractor is not mine . I was told it ran .
There was considerable water mixed with the oil .Thought it might be head gasket, or cracked head.
The head was sent out for rebuild, and magna fluxed . It passed. Did a compression test before pulling the head, cyls.I think they
were around 120 to 130 psi Checked spark at plug with my handy st 125 spark tester. Confirmed spark.

Let me say I don't incourage touching the LP system unless it has been confirmed to be malfunctioning. If it were to start every time starting fluid is used but not without,that would point to a fuel problem. According to how you say timing is set,that's close enough it should try to start on every try,even if it wouldn't stay running. You say spark tester confirmed good spark. With tester on any plug,look close to make sure it's not skipping once in a while. I've never heard of timeing jumping and if you saw the gear,it's clear cam timing is bulletproof.
Not knowing the history is a real handicap in a situation like this,especially if someone tried fixing it before you got it. One of your observations is inaccurate,timeing,distributor rotation,fireing order,compression,spark on every revolution. Go back over each function,you are missing something(you already knew that but now you know it again.) More than one owner has said their electronic ignition go's haywire if battery isn't in tip top condition. Since they are sensitive to voltage,I would try it without jumping power from battery. I can't tell you if that piticular after market ignition start's on full voltage or resistance voltage.
