I have found that if the slots in the floor are lengthed so they don't limit pedal movement you can get enough travel I adjust it roughly by the book and then for fine tuning I install the pedals back on the machine without the floor and remove the clutch safety switch. Then with both pedals hard down I start the engine in gear by slowly releasing one pedal at a time I can get a feel for when the steering clutch is engaging after getting each steering clutch where I want it Then adjust the brakes to be hard on before the pedal bottoms out
