If those are open center valves, and the pump is running, you will have fluid running as long the pump is running.
Pressure comes from the cyl resisting the flow.
When the IN and OUT hoses are connected, and the pump is running, move the lever to activate the wheel lift. The spool should redirect the fluid to the wheel lift cyl and if the cyl is doing work, pressure will develop and the wheel lift. If no or light load, you might see 500 psi on the hyd gage . If raising max weight, you might see 2000 psi.
Can you determine if the fluid from the pump is going in the IN port of one valve and the OUT hose from the first valve is going into the IN port of the second valve. The OUT hose from the second valve should go to tank.
