No I don't think you should have to roll the bucket to raise the front wheels, I know I don't on my tractor

Most loaders have very little digging ability with the bucket level. Usually 3-4 inches. The cylinders are almost totally retracted with the bucket level and setting on the ground. Having said all of this, it is better to check the lifting ability of the loader with the bucket down turned and the brakes released.

If the lift cap. of the loader is only 970 lbs, the down-force may less than that because the retraction portion of the cylinder has less cross section due to the rod.

How much does the tractor weigh? Did it have any rear ballast?

Mine will lift the fornt end at idle! it is a JINMA I got the jm284 FEL, HOE, tiller, mower all done for less than 13K I assembled it myself and had great satisfaction doing so. from PUMA MACHINE in jersey. shipped it to ohio myslef for 600 on a truck.

also note with the bucket flat itonly has a 2" lift untill it bottoms out but tilt will raise it 24" more up.

No rear ballast except for me at 250! The machine and loader combine for about 3000 lbs.

All for 19K? Correct me if I'm wrong, but I don't think this ST30 hyro matches up the an L3130 or L3010.

JerryG hit the nail on the head. Most loaders with the bucket set level will not dig much more than 2 to 3 inches so you need roll the bucket to get the front wheels up. That FEL capacity sounds low. I don't remember it being that low. Are you sure that isn't a misprint?

I thought that the SL44 was the loader that fit the ST30X. If it was indeed a SL46 then the lift cap. at full height is 1050 lbs and 1200 lbs at the pins.

Jerry, right again .. it is the SL44 matched to the ST30 Hydro. The brochure is not detailed but says the lift capacity of the loader is 970lbs.

I have to use the FEL to get my Kubota B2150HST high enough off the ground to mount and dismount the MMM. Just using the bucket lever alone won't do it. I have to ease the whole tractor forward in low speed range at the same time as I'm working the bucket lever. Then it comes up off the ground quite easily.

Forgot to mention that this is done with the bucket blade turned straight down into the ground. If you try to do it with the bucket level, it won't work.
