As far as I am concerned, this goes right back to the "no-discipline, no spankings" in the homes and especially in the schools. Kids and young adults are looking for that line that they cannot cross (if they do, they get punished), but we as a society don't have a line that they cannot cross, nor do we have any punishment if they do cross the line. Sure, maybe when they get caught for the deed they pulled, something like disturbing the peace charge will be brought against them, but none-to-little punishment. There are good kids, that have parents that set some limits, but not much in the schools. Been going in the wrong direction for 40 - 50 years.
I think maybe the judges, social workers, police, lawyers, etc. like to keep it this way, and keep these people running the streets for their own job security. It's not what I used to think about these professions, but am thinking that way more and more.
